Locations and/or moments to "cut into" the Rohan questlines

Some of my toons have gotten to level 78 without ever setting foot in Rohan. I would like to continue playing them "on level", but it seems as if there is no other option in Rohan but to follow the storyline from the very beginning in the Wold. Are there any sections or moments where you can enter the closed-quest-loop system and pick up the story from there?
