auto bestowed lvl 19 quest gives a skill as a reward?

I was going to get the skill from the trainer but I had some tasks to hand in, so turned that quest in after the tasks while at the forsaken inn.

So are these auto bestowed quests suppose to give that levels skill which would normally be bought?
