Class Skill Trait Deeds Not Increasing

I am using the XP disabler, so I'm not sure if that is what is causing it, but even fighting mobs on level with the XP disabler equipped my class skill trait deeds are not increasing. If I remove the XP disabler they increase but not with it equipped.

I asked in game and a few people told me that they should be increasing even with the XP disabler equipped. I looked around but couldn't find the information.

So I bring it before you knowledge forumites to help me out. Thanks.
