Gondor Quests

I am level 90. I rode down to the first town in Gondor through the paths of the dead. I saw 2 people with grayed out quest rings. Do I have to be level 91 to accept these quests? Or is there some other pre-requisite from Helms Deep (which i will not buy). I am VIP.

I was able to accept the epic quest from Eowyn.
