My level 72 human Hunter has swapped around some virtues, so I went back to Moria to try to finish some of the deeds I'd bypassed before. When I got to the Flaming Deeps for the Empathy deed, I discovered that I could not get any further quests in chains I had started when I was doing Moria before its received the revamp several patches ago.
Specifically:
From Gapi: "A Cunning Plan's Components" has been completed but he does not offer "A Thousand Campfires" or "Panic in the Ranks"
From Ulfied: "Preserving the Bridges" and "A Shortage of Iron" have been completed but he does not offer "Hold the Line"
From Hysing: "Sole Survivor" and "Deepest Depths" with the subquests "Orcs of Anghumu-ru" and "Forging Ahead" have been completed but he does not offer "Descending" or any other quest after it in the chain
From Olfun: "There is our Problem" has been completed but he does not offer "It Would Seem Not"
By "has been completed" I mean that it shows up in my completed quests log. I am certainly high enough level to get the quests. I have looked for the faded-out under-level quest rings, they aren't there, and the NPCs have nothing to say to me when I attempt conversation with them. My best guess is that the revamped quests and the original versions aren't using the same quest chain database links or something, and the original quests are now obsolete so I can't be offered those.
I would be more than willing to have the completed quests removed, including corresponding loss of xp and coin, so that I can redo them and complete this deed.
I submitted several bug reports (to alert the design team) and help tickets (to try to get in-game help), which have been closed along with a messages stating: "Thank you for your help request. The In-Game Support team does not provide information regarding quest completion hints and tips, locations of NPC’s/mobs or other content-specific details of this nature. You can use the Advice channel from within the game to ask fellow players for assistance or you can visit the LOTRO.com forums and LOTRO-Wiki.com for answers to gameplay questions such as the one you are asking.
