Anyone remember where Mounted scout is?

Before going to broadacres there is a mounted scout appearing with a quest.
I think he is gone to me now becouse of events in the epicline and/or finishing areaquest-line.

i missed that q when he appeared to me and im totaly stuck from quests. The Npc Hulac outside stoke have a "grey" ring over his head which is very odd since its 1 90 quests which my character has good enough lv to do.
