"Newbie" Adivce Needed on Questing in General

I have just gotten to Chapter 1 in Bree (as a Level 16 Dwarf), and am ready to start Aragorn's first quest. On the way to Bree, I did not do much questing in the Shire, although I did do a bit. Is it worth it to go "back" and do a bit of questing there?
