Thornhope child quest

I was doing the Thornhope quests today on my hobbit warden. It always struck me as odd that the little child hiding in the ruins (Leofrun) had no quest ring. On my first few chars I just assumed it was a bug. Now my last char I levelled there, my elf minstrel, the child DID have a quest ring and she even gave me a followup quest after I got back to Beornoths camp. So I was like: great they finally fixed that bug.
Now on my hobbit warden there is no quest ring so I figured might as well submit a bug report. Here is the GMs response:

Greetings Bredoc. I am a Senior Game Master. We have investigated the issue you have reported and found that the functionality is currently working as designed. The quest offered by Leofrun is only available to players of the Elf race. If you have concerns about the issue you reported, you may submit feedback by visiting http://www.turbine.com/support and clicking on your country’s flag.

Well that explains why my elf minstrel is the only alt I have that can save the child. But it seems so weird that this is actually working as intended. Why do dwarves, hobbits and men leave a little child to be slaughtered by the orcs? And why is there no similar quest thats only doable by any of the other races? They lose out on some rep because of this.

Can any of the devs shed some light on this?
