Life of a bounder deed bugged?

Hey all,

I was working to get some TP's on a characters of mine on the Snowbourn server. It turns out that although I've already finished 12 quests in the Shire, I have no (unfinished) deed Life of a Bounder. I have finished the quest "Join the Bounders". If I remember it correctly you needed to finish this quest to have the deed activated in your deedlog, but I'm not sure anymore. It's been a long time since I did that quest with any of my main characters.

Did I do something wrong or is this some kind of bug?
